清末民初北京。身怀神鞭绝技的青楼女子——凤凰女，虽出身低微，却性情刚烈，貌美可人。许身条件不论金银，而论武艺。前来打擂以求美人之辈不计其数，均以失败告终。此等壮观场面被一人看到，并顿生爱意。此人就是李鸿章的关门第子、赴英留学归来兴办洋务、已为人夫的——托方。 托方不顾恩师李鸿章与自己家人的反对，洋装、洋剑前往比武，结果被凤凰女鞭得衣不蔽体。然而他并没气馁，复又身着洋装前往凤凰女楼下，以洋文演唱舒伯特小夜曲，妄想博得凤凰女的首肯。凤凰女虽未露面，却心存好感…… 　　来日再比武艺，凤凰女有意露出破绽，致使托方胜出……托方迎娶凤凰女回府…… 新婚不久，托方被李鸿章委派出使英国，并不得携家眷，托方与凤凰女挥泪惜别。谁知今昔一别，竟成永远。此等结果，竟然是看似和颜悦色的托妻的蓄谋，她在凤凰女生下一女后，将凤凰女毒死，并慌称女孩子为自己所生…… 托方闻讯凤凰女已...。断水，告急，百年不遇的大旱从天而降，一座海滨港口城市面临水源枯竭的危险。市民生活受到严重影响，厂矿企业等被迫停产。为将120公里外的白龙河水引入该市，钟强临危受命，接替老市长。他立下军令状，带领全市人民，在180天内将水引来。在此过程中，他遇到了意想不到的重重困难。告状的，闹事的，阻止工程进行的纷至沓来，钟强诚心实意地对待群众，以现实的策略应付着一切。工程终于如期完成，钟强充满感情地发表陈词：我们胜利了！。In this bitingly satirical film Peter Slovan, a continuous source of trouble for the film functionaries of the socialist Slovakia, tackles an evergreen topic – the corruptive effects of power. Barnabáš Kos, a triangle player at a symphonic orchestra, is suddenly promoted to serve as the head of the said institution, even though both he and his superiors deem him completely unfit for the task. Encouraged in equal parts by this unexpected recognition and the servile praise of his colleagues, Kos’s modesty starts to gradually vanish. The erstwhile bashful and aloof percussionist quickly becomes aware of the advantages of his new office, and begins to realise his increasingly ludicrous artistic ambitions. Ultimately, the submissive marionette turns into a source of public humiliation, and his astonishing career finds an abrupt end. Orchestra serves here as a microcosm that grotesquely reflects the absurd and tragicomic mechanisms of the paranoid apparatus of power.
